The Tokyo MOU and Paris MoU will conduct a joint Concentrated Inspection Campaign focused on the securing of cargo units and cargo transport units. The campaign will run from 1 September to 30 November 2026. Its purpose is to collect information about compliance with current requirements under the International Convention for the Safety of Life at Sea (SOLAS). The inspections will examine how ships load, stow and secure cargo units and cargo transport units. Checks to accompany routine inspections Member authorities will carry out the campaign alongside their routine port State control inspections. Port State Control Officers will use a questionnaire developed jointly by the Tokyo and Paris MOUs. The questions will assess whether vessels comply with their cargo securing obligations. Each ship will undergo only one inspection under the campaign within each MOU region during the three-month period. Deficiencies may result in detention Port State Control Officers will record any deficiencies identified during the inspections. The action taken by port State authorities will depend on the nature and severity of the findings. Measures may range from recording a deficiency to detaining the vessel. Results to be submitted to governing bodies The Tokyo and Paris MOUs will analyse the campaign’s findings after the inspection period ends. They will present the results to the governing bodies of both organisations. The findings may then be submitted to the International Maritime Organization for further consideration.
